What happened

On 10 July 2026 the ITU's Radio Regulations Board declined Globalstar's request to alter the launch-and-deployment obligations attached to its French-notified HIBLEO non-geostationary MSS network, which operates in L-band uplink (1610–1626.5 MHz) and S-band downlink (2483.5–2500 MHz). Globalstar had sought an administrative modification, citing a 2009 earthquake that disrupted manufacturing at Thales Alenia Space's L'Aquila facility. The Board found the historical disruption did not constitute a valid basis for a modern milestone extension and enforced the original schedule.
